CFTC Whistleblower Awards by Year: What the Headlines Leave Out

Whistleblower Justice Network

CFTC whistleblower awards run from 10% to 30% of qualifying money collected under the Commodity Exchange Act, shared when more than one whistleblower qualifies. The Commodity Futures Trading Commission’s awards by year show that most awards fall in the smaller dollar bands, while a few very large awards account for most of the money.

For someone who understands the trading, the customer accounts or the decisions behind suspected misconduct, the useful part of the story is what the information changed. The public decisions show that an explanation of a trading position can matter even after investigators have opened the case.

CFTC Whistleblower Awards by Year

The Commodity Futures Trading Commission’s annual reports to Congress show awards beginning in fiscal 2014 and substantial differences between awards announced and cash paid. The table follows fiscal years through 2025. Later announcements appear separately below.

One grant order can approve several award applications. Tips count submitted forms, not unique people. Cash paid includes payments on earlier award decisions.

Fiscal Year Tips Grant Orders Applications Granted Awards Granted or Publicly Described Award Cash Paid
2011 Not quantified 0 0 None $0
2012 58 0 0 None $0
2013 138 0 0 None $0
2014 227 1 1 First award First award paid
2015 232 1 1 One award granted $0
2016 273 2 2 Includes an award over $10 million Three payments, total unspecified
2017 465 0 0 None $0
2018 760 5 5 More than $75 million $75,575,113
2019 455 5 5 More than $15 million $8,384,664
2020 1,030 11 16 Approximately $20 million $27,262,890
2021 961 6 6 More than $3 million $3,459,871
2022 1,506 5 10 More than $200 million $203,323,824
2023 1,530* 5 7 Approximately $16 million $670,000
2024 1,744 12 15 Over $42 million $48,478,951
2025 1,697 2 3 $4.6 million $14,347,545

The agency’s fiscal 2025 report later gives 1,503. The last two rows show a sharp fall in new award decisions, with much less change in tip submissions. We see the gap most clearly in fiscal 2023: announced awards far exceeded cash paid that year. A headline is only part of the story.

What Is the Average Payout for a Whistleblower?

Most CFTC whistleblower awards fall in the smallest published dollar band, while the largest band holds more than half the money. An average would hide that concentration.

The Commission published the following distribution in its June 2026 award-rule proposal. Its table covers 73 awards through 2025.

Published Award Band Number of Awards Share of Awards Share of Award Dollars
$2 million and below 52 71% 4%
Over $2 million to $5 million 8 11% 6%
Over $5 million to $10 million 6 8% 12%
Over $10 million to $15 million 3 4% 10%
Over $15 million to $25 million 2 3% 11%
$25 million and above 2 3% 56%

The headline check is not the typical check. We would not use the biggest award in the program as the benchmark for your information, or dismiss a report because the misconduct sounds less spectacular. What matters to an individual report is the conduct, the information and its contribution to enforcement.

What Is the Largest Whistleblower Award in the CFTC?

The largest publicly announced CFTC whistleblower award was nearly $200 million to one recipient, announced on October 21, 2021. The award covered the CFTC action and two related actions, one federal and one foreign. It appears in the fiscal 2022 annual account.

The award determination tells a more useful story than the size alone. The CFTC investigation was already open. The whistleblower explained a trading position in a way that helped investigators reach direct evidence and obtain admissions from a company witness.

Additional information and a sworn declaration from a federal regulator established that contribution, and the Commission granted the award. The explanation of how the trading worked helped connect the investigation to evidence it could use.

For a trader, analyst or operations employee, that distinction matters. Knowing why a position existed can add something the position record alone does not explain. We look at what you can explain about the activity, who made the decisions and how the documents support your account.

CFTC Award Percentage and Redacted Public Orders

A CFTC award percentage is often redacted in public orders, but one decision expressly discloses a 20% award. The January 4, 2024 determination granted that share to a whistleblower whose information helped open the investigation and bring it to a successful conclusion. The exact dollar amount stayed undisclosed.

The dollar bands show the size of awards. The award percentage is the whistleblower’s share of the money collected.

The Commodity Exchange Act sets the ordinary CFTC award threshold at more than $1 million in sanctions ordered. Those sanctions are the money ordered paid in the action. Awards are based on what is actually collected. We assess the relevant action and your contribution with CFTC whistleblower lawyers.

The September 2026 Rule Announcement

On September 11, 2026, the Commodity Futures Trading Commission announced approval of a final rule incorporating a 30% presumption for awards of $5 million or less, subject to Commission discretion and its analysis of the regulatory factors. The announcement tied effectiveness to publication in the Federal Register. We address the rules applicable to your matter with you.

CFTC Awards Paid Versus Awards Ordered in the Annual Report

CFTC awards paid versus awards ordered can diverge because a year’s payments include earlier awards. The financial notes in the fiscal 2025 report show that payments included money carried forward from the previous year. That helps explain why cash paid exceeded the new-award headline.

Fiscal 2018 payments included $45.5 million awarded earlier. A busy payment year can reflect decisions already made.

Awards come from the Customer Protection Fund, funded by money Commodity Exchange Act violators pay to the Commission. The Commission says no money is taken or withheld from harmed customers to fund the program.

How Much Money Has the CFTC Awarded to Whistleblowers?

The Commodity Futures Trading Commission reported more than $580 million in awards since its first award in 2014 in its September 14, 2026 announcement. The same release announced ten awards totaling more than $150 million in final determinations issued between July and September 2026.

On June 1, 2026, the Commission announced more than $8 million for five whistleblowers. Their information and assistance helped the CFTC complete an enforcement action against a fraudulent scheme and recover funds for defrauded investors. That was a shared award announcement.

The Information Behind the Awards

CFTC whistleblower awards have recognized information from people outside the company as well as employees. An outside market participant qualified for over $4.5 million in June 2024. The annual account also describes an award of approximately $1.25 million to a compliance or internal-audit employee in March 2024.

Those examples matter to someone who knows a market but does not run the company. Useful information can come from different roles, and we examine the connection between what you know and what investigators can establish.

In spoofing, the issue is whether traders entered orders intending to cancel them before execution. Trading code, order changes and desk chats can help show that intent. Benchmark manipulation can connect physical trades to a derivatives position that benefits from a distorted price. Understanding the trades is one thing. Explaining why they were made is another.

There is a reason substantial rewards belong in the discussion. Whistleblowing in the EU: the enforcement perspective, published by the International Whistleblowing Research Network in 2021, argues that reward size matters to obtaining useful information:

With respect to severe economic crime, larger rewards are likely necessary to elicit high-quality information.

Whistleblowing in the EU: the enforcement perspective, International Whistleblowing Research Network, 2021

The paper reviews studies in which financial rewards increased willingness to report, while recognizing the limits of experiments in predicting real behavior. Its argument helps explain the incentive. The CFTC’s actual awards show what the agency rewarded: information and assistance that contributed to enforcement.

The Commodity Futures Trading Commission brings the enforcement action and decides the award. A whistleblower case under the False Claims Act can pay 15% to 30% of what the government recovers. That is a separate program, described in the International Labour Organization’s review of whistleblower laws.
