CAARA cases concern people who report suspected price fixing, bid rigging and other criminal antitrust conduct. Approved settlements resolve employment claims, while separate whistleblower programs reward information about the cartel. For an insider who knows who prepared the bid, set the price or passed instructions between rivals, that distinction matters: the agreement behind the bids is the business story we want to hear.
The Criminal Antitrust Anti-Retaliation Act is part of that conversation. If you have concerns about your employment after reporting suspected collusion, our experts work through them with you and antitrust whistleblower lawyers alongside the underlying fraud case.
No. A CAARA confidential settlement resolves an employment claim. A whistleblower bounty rewards information under a separate program. Calling both a whistleblower payment hides the difference between what the employer agreed to resolve and what the government paid someone to uncover.
The approved CAARA settlements involving Dairy Farmers of America, Pilgrim’s Pride and Cohen Development Group concern the worker’s employment dispute. The Justice Department’s reward in the EBLOCK Corporation case paid for information that led to an antitrust enforcement action. The money serves a different purpose in each.
The Department of Labor approved agreements between employers and workers in these cases. They give the CAARA settlement question concrete answers, without a public price tag for every agreement.
The Department of Labor approved the Dairy Farmers of America settlement on December 7, 2023 and closed the case. The financial terms remained confidential.
The Pilgrim’s Pride settlement approval followed on November 19, 2025. The agreement promised something of value to the employee, and the tribunal approved the settlement and closed the case. Its financial terms were confidential.
Cohen Development Group, doing business as CDG Maui, reached an agreement dated September 24, 2025. The tribunal approved that agreement on April 17, 2026, decided which claims the agreement settled and closed the case.
The EBLOCK award paid $1 million for reported antitrust information; it was not compensation for retaliation.
The EBLOCK scheme is a reporting-and-reward example, while CAARA protection turns on a separate employment question.
Under the deferred prosecution agreement in its criminal case, the admitted scheme worked in opposite directions: low bids when acquiring vehicles and inflated bids when reselling them. Buyers looking at the resale auction saw bids made in dealerships’ names, even though those dealerships had not consented. The bidding systems and the people operating them carried the scheme.
That makes the business details useful to an insider. Access to confidential bids, the instructions behind a software feature and the sharing of profits can connect an apparent auction result to an arrangement made beforehand. An employee who understands those decisions can explain far more than the final sale price.
Rigged bids take competition away from the buyer. In government purchasing, taxpayers bear the cost of buying through a process the sellers have already arranged. The honest bidder faces competitors who are coordinating their offers instead of competing for the work.
We assess the potential value of your information and the whistleblower route it may support with you.
When bid rigging also involves false claims for government money, a whistleblower case under the False Claims Act may be possible. A whistleblower case under the False Claims Act can pay 15% to 30% of what the government recovers. We assess that possibility from the contracts, claims and conduct with you. Knowing how the bids became government bills gives us a concrete place to start.
An insider can explain the agreement behind the bids. Purchasing data shows the offers, winners and prices. Communications and firsthand knowledge can explain how the pattern came about.
That is the business knowledge worth bringing to us. An account of the conversations, instructions and decisions between competitors can make the agreement concrete.
Our whistleblower experts can separate the agreement you reported, your employer’s response and any documented recovery when assessing the case with you.
