The IRS Whistleblower Program was created in 2006 as a result of Tax Relief and Health Care Act. The program is designed to pay rewards to whistleblowers who expose those who have failed to pay the tax that they owe, and encourages people with information on tax non-compliance to come forward to the IRS. The program’s necessity and importance can be seen in that amount of whistleblower tips they receive each year. In 2013 alone the IRS received over 9,000 claims.
